The population of Toyama Prefecture is currently below 1 million and is on a downward trend, a phenomenon that is not limited to Toyama Prefecture but is also experienced in many regional cities.

When considering the future of the area around the prefectural office, it is essential to confront these phenomena and develop an urban area that is in line with the characteristics of the region. Rather than redevelopment that assumes high density and attracting large-scale businesses, we believe that a low-density, yet rich and sustainable urban space is appropriate.

Therefore, we would like to propose a future-oriented urban park that transcends the boundaries between government and private entities, based on the theme of "Circular," which signifies sustainability, in addition to "Wellbeing," which is Toyama Prefecture's goal.

This urban park is an experimental space for thinking about the future of local cities, and is not a completed piece of hardware, but rather a system for creating challenges.

We hope that this urban park will create opportunities for many people from both within and outside the prefecture to interact with each other.
